Summary:The objective of the study is to identify the effectiveness of Pre School Certificate Course training programme (SPAK) that is conducted for The Pre School teachers in KEMAS KINDERGARTEN. The focus is on training management factors, before, during and after the training is conducted, that has the influence on the programme effectiveness. Program effectiveness is identified by studying the effectiveness level 1 (Reaction), Level 2 (Learning), Level 3 (Behavior), and Level 4 (Product) in the SPAK Training Programme that has been carried out. In this study, Kirkpatrick model and method has been used in measuring the level of effectiveness of training programme. This method also is commonly used by other organizations. The study is carried out on 270 trainee respondenses in four KEMAS Training Institutes, namely Institut Latihan Sri Iskandar Perak, Seberang Takir Training Centre in Terengganu, Kepala Batas Training Centre in Penang, and the Melaka Training Centre, which includes 23 trainers. The effectiveness of the training programme is measured by using two types of questionnaires. The questionnaire answered by trainee is to indicate Level 1, Level 2, Level 3 and Level 4. The question answered by trainers is to indicate training programme management (before, during and after) the training. Analysis of the Reliability of the instrument is constructed and shows high reliability of the study. That is, Level 1 (0.843), Level (0.732), Level 3 (0.912) and Level 4 (0.843). On the other hand, reliability analysis instrument for trainers is conducted to study the reliability of the management training items (pre, present and past training) which contributes 0.907, 0.912 and 0.766 respectively. Kirkpatrick Model used in this study is built in 1959, and is widely used by most organization to study the effectiveness of training programmes. Pearson Corelation analysis is used to study the relationship between Training Management (pre, present and post) of the training programme. Pearson Corelation Analysis is also constructed to study the relationship between Level 1 (Reaction), Level 2 (Learning) and Level 3 (Respond) with Level 4 (Product) in this programme. The finding shows there is significant relationship between all variables except that there is no significant relationship between Pre Training to Level 4 (Product) in SPAK. All preschool respondences had highly performed in Level 1. Level 2, level 3 and Level 4 and each shows the minimum score of 3.92, 4.36, 4.01, and 4.17 respectively. This shows that training management is vital to effective training programme. The important of every level of the training programme as Kirkpatrick Model is very influential to the training programme effectiveness. The findings are hoped to help the Pre School Teachers to increase or upgrade productivity especially in educating and generating children of the nation towards excellence.
